Al-Isrá 17:94 وما منع الناس ان يومنوا اذ جاءهم الهدى الا ان قالوا ابعث الله بشرا رسولا ٩٤
وَمَا

ٱلنَّاسَ
أَن
يُؤۡمِنُوٓاْ
إِذۡ
جَآءَهُمُ
ٱلۡهُدَىٰٓ
إِلَّآ
أَن
قَالُوٓاْ
أَبَعَثَ
ٱللَّهُ
بَشَرٗا
رَّسُولٗا
٩٤
Lo que impidió que creyera la gente cuando se les presentaron los Mensajeros con la guía fue la misma retórica: [Decían] “¿No encontró Dios nada mejor que enviar a un ser humano como Mensajero?”

وَمَا مَنَعَ النَّاسَ
(And nothing prevented men) means, most of them,
أَن يُؤْمِنُواْ
(from believing) and following the Messengers, except the fact that they found it strange that human beings would be sent
