ਕੋਈ ਵੀ ਕੌਮ ਨਾ ਆਪਣੇ ਨਿਸ਼ਚਿਤ ਸਮੇਂ ਤੋਂ ਪਹਿਲਾਂ ਹਲਾਕ ਹੋ ਸਕਦੀ ਹੈ ਤੇ ਨਾ ਹੀ ਉਸ ਤੋਂ ਮਗਰੋਂ ਬਚ ਸਕਦੀ ਹੈ।
