يُنَزِّلُ
ٱلۡمَلَٰٓئِكَةَ
بِٱلرُّوحِ
مِنۡ
أَمۡرِهِۦ
عَلَىٰ
مَن
يَشَآءُ
مِنۡ
عِبَادِهِۦٓ
أَنۡ
أَنذِرُوٓاْ
أَنَّهُۥ
لَآ
إِلَٰهَ
إِلَّآ
أَنَا۠
فَٱتَّقُونِ
٢
Issrusu d lmalayek s ôôuê si lameô iS, $ef win i S ihwan, deg imdanen iS: "Nedôet ar ur illi ôebbi siwa Nek. Ihi, êezzbet iyI".

Ibn Kathir (Abridged)
Allah sends Whomever He wills with the Message of Tawhid
يُنَزِّلُ الْمَلَئِكَةَ بِالْرُّوحِ
(He sends down the angels with the Ruh) refers to the revelation. This is like the Ayat:
وَكَذَلِكَ أَوْحَيْنَآ إِلَيْكَ رُوحاً مِّنْ أَمْرِنَا مَا كُنتَ تَدْرِى مَا الْكِتَبُ وَلاَ الإِيمَنُ وَلَكِن جَعَلْنَه
