Al-Qasas 28:59 وما كان ربك مهلك القرى حتى يبعث في امها رسولا يتلو عليهم اياتنا وما كنا مهلكي القرى الا واهلها ظالمون ٥٩
وَمَا
كَانَ
رَبُّكَ
مُهۡلِكَ
ٱلۡقُرَىٰ
حَتَّىٰ
يَبۡعَثَ
فِيٓ
أُمِّهَا
رَسُولٗا
يَتۡلُواْ
عَلَيۡهِمۡ
ءَايَٰتِنَاۚ
وَمَا
كُنَّا
مُهۡلِكِي
ٱلۡقُرَىٰٓ
إِلَّا
وَأَهۡلُهَا
ظَٰلِمُونَ
٥٩
Robbing shahar-qishloqlarni, to ular orasiga ularga oyatlarimizni tilovat qiladigan Payg`ambar yubormasdan turib, halok qiluvchi bo`lmagan. Biz shahar-qishloqlarni faqat ahli zolim bo`lgan holdagina halok qilguvchi bo`lganmiz.1

The Destruction of Towns, which are not destroyed until Evidence is established against Them
Referring to the people of Makkah, Allah says:
وَكَمْ أَهْلَكْنَا مِن قَرْيَةٍ بَطِرَتْ مَعِيشَتَهَا
(And how many a town have We destroyed, which was thankless for its means of livelihood!) They were arrogant
