Al-Isra 17:95 قل لو كان في الارض ملايكة يمشون مطمينين لنزلنا عليهم من السماء ملكا رسولا ٩٥
قُل
لَّوۡ
كَانَ
فِي
ٱلۡأَرۡضِ
مَلَٰٓئِكَةٞ
يَمۡشُونَ
مُطۡمَئِنِّينَ
لَنَزَّلۡنَا
عَلَيۡهِم
مِّنَ
ٱلسَّمَآءِ
مَلَكٗا
رَّسُولٗا
٩٥
Say: "Had angels been walking about in peace on the earth, We would surely have sent to them an angel from the heavens as Messenger."1

The refusal of the Idolators to believe because the Messenger was a Human -- and its refutation
وَمَا مَنَعَ النَّاسَ
(And nothing prevented men) means, most of them,
أَن يُؤْمِنُواْ
(from believing) and following the Messengers, except the fact that they found it strange that human beings would be sent
