Al-Hajj 22:41 الذين ان مكناهم في الارض اقاموا الصلاة واتوا الزكاة وامروا بالمعروف ونهوا عن المنكر ولله عاقبة الامور ٤١
ٱلَّذِينَ
إِن
مَّكَّنَّٰهُمۡ
فِي
ٱلۡأَرۡضِ
أَقَامُواْ
ٱلصَّلَوٰةَ
وَءَاتَوُاْ
ٱلزَّكَوٰةَ
وَأَمَرُواْ
بِٱلۡمَعۡرُوفِ
وَنَهَوۡاْ
عَنِ
ٱلۡمُنكَرِۗ
وَلِلَّهِ
عَٰقِبَةُ
ٱلۡأُمُورِ
٤١
(Allah will certainly help) those1 who, were We to bestow authority on them in the land, will establish Prayers, render Zakah, enjoin good, and forbid evil.2 The end of all matters rests with Allah.3

Ibn Abi Hatim recorded that `Uthman bin `Affan said, "The Ayah:
الَّذِينَ إِنْ مَّكَّنَّـهُمْ فِى الاٌّرْضِ أَقَامُواْ الصَّلَوةَ وَآتَوُاْ الزَّكَـوةَ وَأَمَرُواْ بِالْمَعْرُوفِ وَنَهَوْاْ عَنِ الْمُنْكَرِ
(Those who, if We give them power in the land,
