وَإِذۡ
تَأَذَّنَ
رَبُّكَ
لَيَبۡعَثَنَّ
عَلَيۡهِمۡ
إِلَىٰ
يَوۡمِ
ٱلۡقِيَٰمَةِ
مَن
يَسُومُهُمۡ
سُوٓءَ
ٱلۡعَذَابِۗ
إِنَّ
رَبَّكَ
لَسَرِيعُ
ٱلۡعِقَابِ
وَإِنَّهُۥ
لَغَفُورٞ
رَّحِيمٞ

تَأَذَّنَ
(Ta'dhdhana) means `declared', according to Mujahid, or `ordained', according to others. This part of the Ayah indicates a vow,
