“We made an appointment with Moses of forty nights” OR "for Moses"
Verb form III indicates a mutual commitment, or it can be understood like the other reading, as an instruction from God.
وَإِذْ وَعَدْنَا
wa-idh waʿadnā Mūsā
“We made an appointment for Moses of forty nights”

The two readings either have the same meaning, or the first includes an element of mutuality: God committed to give Moses (pbuh) revelation and prophethood, and Moses committed to arrive at the Mount at the appointed time and fulfill the responsibility given to him.
