وَلاَ يُنفِقُونَ
(Neithr do they spend), in reference to the fighters in Allah's cause,
نَفَقَةً صَغِيرَةً وَلاَ كَبِيرَةً
(any contribution -- small or great --), with regards to its amount,
وَلاَ يَقْطَعُونَ وَادِيًا
