Ia merayu (dengan sesalnya): "Wahai Tuhanku, sesungguhnya aku telah menganiaya diri sendiri; oleh itu ampunkanlah - apalah jua kiranya - akan dosaku". (Maka Allah Taala menerima taubatnya) lalu mengampunkan dosanya; sesungguhnya Allah jualah Yang Maha Pengampun, lagi Maha Mengasihani.

He didn’t say I wronged this or that but he said 'I wronged my soul'. When we do wrong or injustice, it’s first directed to us and our souls before anyone else. We may say it’s an act of self-love to be righteous! Something between the lines here is that how did Musa A.S know that Allah forgave him?
This is before Prophethood, maybe Musa A.S knew that just because Allah had granted him the ability to seek forgiveness that Allah intended forgiveness for him. It's similar to the story of Adam A.S. when Allah taught Adam the words to seek forgiveness, and then forgave him.
