An-Náhl 16:93 ولو شاء الله لجعلكم امة واحدة ولاكن يضل من يشاء ويهدي من يشاء ولتسالن عما كنتم تعملون ٩٣
وَلَوۡ
شَآءَ
ٱللَّهُ
لَجَعَلَكُمۡ
أُمَّةٗ
وَٰحِدَةٗ
وَلَٰكِن
يُضِلُّ
مَن
يَشَآءُ
وَيَهۡدِي
مَن
يَشَآءُۚ
وَلَتُسۡـَٔلُنَّ
عَمَّا
كُنتُمۡ
تَعۡمَلُونَ
٩٣
Agar Alloh xohlasa, sizlarni bir ummat qilar edi. Lekin xohlagan kimsani zalolatga ketkazadi va xohlagan kimsani hidoyat qiladir. Va, albatta, qilib yurgan amallaringizdan so`ralursiz.

Ibn Kathir (Abridged)
If Allah had willed, He would have made all of Humanity one Nation
Allah says:
وَلَوْ شَآءَ اللَّهُ لَجَعَلَكُمْ
(And had Allah willed, He would have made you) meaning - O mankind,
أُمَّةً وَحِدَةً
((all) one nation,) This is like the Ayah:
وَلَوْ شَآءَ رَبُّكَ لآمَنَ مَن فِى الاٌّرْضِ كُلُّهُمْ جَمِيع
