Al-Anbiyaa 21:97 واقترب الوعد الحق فاذا هي شاخصة ابصار الذين كفروا يا ويلنا قد كنا في غفلة من هاذا بل كنا ظالمين ٩٧
وَٱقۡتَرَبَ
ٱلۡوَعۡدُ
ٱلۡحَقُّ
فَإِذَا
هِيَ
شَٰخِصَةٌ
أَبۡصَٰرُ
ٱلَّذِينَ
كَفَرُواْ
يَٰوَيۡلَنَا
قَدۡ
كُنَّا
فِي
غَفۡلَةٖ
مِّنۡ
هَٰذَا
بَلۡ
كُنَّا
ظَٰلِمِينَ
٩٧
and the time for the fulfilment of the true promise of Allah draws near,1 whereupon the eyes of those who disbelieved will stare in fear, and they will say: "Woe to us, we were indeed heedless of this; nay, we were wrongdoers."2

Ibn Kathir (Abridged)
Those who have been destroyed, will never return to this World.
وَحَرَامٌ عَلَى قَرْيَةٍ
(And a ban is laid on every town) Ibn `Abbas said, "it is enforced", i.e., it has been decreed that the people of each township that has been destroyed will never return to this world before the Day of Resurrectio
