وَهُوَ
ٱلَّذِي
جَعَلَكُمۡ
خَلَٰٓئِفَ
ٱلۡأَرۡضِ
وَرَفَعَ
بَعۡضَكُمۡ
فَوۡقَ
بَعۡضٖ
دَرَجَٰتٖ
لِّيَبۡلُوَكُمۡ
فِي
مَآ
ءَاتَىٰكُمۡۗ
إِنَّ
رَبَّكَ
سَرِيعُ
ٱلۡعِقَابِ
وَإِنَّهُۥ
لَغَفُورٞ
رَّحِيمُۢ
١٦٥
۽ اُھو (الله) آھي جنھن اوھان کي زمين جو بادشاہ ڪيو آھي ۽ اوھان مان ڪن جا درجا ڪن کان ھن لاءِ بلند ڪيائين ته جيڪي اوھان کي ڏنو اٿس تنھن ۾ اوھان کي پرکي، ڇوته تنھنجو پالڻھار جلد سزا ڏيندڙ (به) آھي، ۽ بيشڪ اُھو بخشڻھار مھربان (به) آھي.

Ibn Kathir (Abridged)
Allah Made Mankind Dwellers on the earth, Generation After Generation, of Various Grades, in order to Test Them
Allah said,
وَهُوَ الَّذِى جَعَلَكُمْ خَلَئِفَ الاٌّرْضِ
(And it is He Who has made you generations coming after generations, replacing each other on the earth.) meaning, He made you dwell on
