This verse was revealed at a time where the Muslims thought that they suffered a loss by signing a treaty with the people of makkah.
If you were to look at it , you would think the Muslims were definitely losing in this treaty. But Allah says it was a clear victory because of the good that came as a result of it.

When I take these two verses together, they feel like a soft, steadying embrace from Allah. He begins by declaring a clear victory for the Prophet ﷺ … something huge, something world-changing… and yet the very next words are about forgiveness. It’s unexpected, almost delicate.
