An-Nahl 16:2 ينزل الملايكة بالروح من امره على من يشاء من عباده ان انذروا انه لا الاه الا انا فاتقون ٢
يُنَزِّلُ
ٱلۡمَلَٰٓئِكَةَ
بِٱلرُّوحِ
مِنۡ
أَمۡرِهِۦ
عَلَىٰ
مَن
يَشَآءُ
مِنۡ
عِبَادِهِۦٓ
أَنۡ
أَنذِرُوٓاْ
أَنَّهُۥ
لَآ
إِلَٰهَ
إِلَّآ
أَنَا۠
فَٱتَّقُونِ
٢
Huwateremsha Malaika na ufunuo kwa amri yake juu ya amtakaye katika waja wake kwamba onyeni kuwa hakuna mungu yeyote isipokuwa Mimi, basi nicheni Mimi.

Ibn Kathir (Abridged)
Allah sends Whomever He wills with the Message of Tawhid
يُنَزِّلُ الْمَلَئِكَةَ بِالْرُّوحِ
(He sends down the angels with the Ruh) refers to the revelation. This is like the Ayat:
وَكَذَلِكَ أَوْحَيْنَآ إِلَيْكَ رُوحاً مِّنْ أَمْرِنَا مَا كُنتَ تَدْرِى مَا الْكِتَبُ وَلاَ الإِيمَنُ وَلَكِن جَعَلْنَه
