Imām Ibn al-Jawzī (d. 597/1201) summarized the scholars' opinions in his book "Zād al-Masīr" as follows:

1. Some men from the Anṣār, who used to venerate Manāt during the days of Jāhiliyyah—Manāt was an idol located between Makkah and Madīnah—said, 'O Messenger of Allah! We were not used to go back and forth (*saʿī*) between Ṣafā and Marwah out of reverence for Manāt. Is there any harm on us if we go between them now?' This verse was then revealed." 2. The Muslims used to refrain from going back and forth (*saʿī*) between Ṣafā and Marwah because there were idols and statues on Ṣafā. Therefore, this verse was revealed [Narrated by ʿIkrimah from Ibn ʿAbbās]

Al-Shaʿbī states: "There was an idol on Ṣafā called Isāf and another on Marwah called Nāʾilah, and in Jāhiliyyah, people used to perform *saʿī* between them and touch them. When Islam came, they stopped making *saʿī* between them. Therefore this verse was revealed."

3. The Companions said to the Prophet ﷺ, "We used to go back and forth (*saʿī*) between Ṣafā and Marwah during the pre-Islamic period, and Allah has mentioned Ṭawāf of the House (Kaʿbah) but has not mentioned going between Ṣafā and Marwah. Is there any harm if we do not perform it?" This verse was then revealed. [Narrated by Al-Zuhrī from Abū Bakr ibn ʿAbd al-Raḥmān from a group of scholars.]
