Al-Isra 17:95 قل لو كان في الارض ملايكة يمشون مطمينين لنزلنا عليهم من السماء ملكا رسولا ٩٥

لَّوۡ
كَانَ

ٱلۡأَرۡضِ
مَلَٰٓئِكَةٞ
يَمۡشُونَ
مُطۡمَئِنِّينَ
لَنَزَّلۡنَا
عَلَيۡهِم
مِّنَ
ٱلسَّمَآءِ
مَلَكٗا
رَّسُولٗا
٩٥
De ki: "Yeryüzünde yerleşip dolaşanlar melek olsalardı, biz de onlara gökten peygamber olarak bir melek gönderirdik."

وَمَا مَنَعَ النَّاسَ
(And nothing prevented men) means, most of them,
