Which was created first: the heavens or the earth?
هو الذي خلق لكم ما في الارض جميعا ثم استوى الى السماء فسواهن سبع سماوات وهو بكل شيء عليم ٢٩
هُوَ ٱلَّذِى خَلَقَ لَكُم مَّا فِى ٱلْأَرْضِ جَمِيعًۭا ثُمَّ ٱسْتَوَىٰٓ إِلَى ٱلسَّمَآءِ فَسَوَّىٰهُنَّ سَبْعَ سَمَـٰوَٰتٍۢ ۚ وَهُوَ بِكُلِّ شَىْءٍ عَلِيمٌۭ ٢٩
هُوَﲺ
ٱلَّذِيﲻ
خَلَقَﲼ
لَكُمﲽ
مَّاﲾ
فِيﲿ
ٱلۡأَرۡضِﳀ
جَمِيعٗاﳁ
ثُمَّﳂ
ٱسۡتَوَىٰٓﳃ
إِلَىﳄ
ٱلسَّمَآءِﳅ
فَسَوَّىٰهُنَّﳆ
سَبۡعَﳇ
سَمَٰوَٰتٖۚﳈﳉ
وَهُوَﳊ
بِكُلِّﳋ
شَيۡءٍﳌ
عَلِيمٞﳍ
٢٩ﳎ
Él es Quien creó para ustedes todo cuanto hay en la Tierra, luego se volvió hacia el cielo1 e hizo de éste siete cielos2; Él conoce todas las cosas.

Imām Ibn al-Jawzī (d. 597 AH / 1201 CE) summarized the scholars' opinions in his book "Zād al-Masīr":
- The earth came first. [Mujāhid]
- The heavens came first. [Muqātil] (Ed: this view is more evident based on external factors, and the various passages in the Qur'an which seem to indicate one or the other sequence can be interpreted in multiple ways.)
