Allah swears in this surah by 5 things in order to allude to their immense benefit in the dunya and the akhira.

He swear by the Fajr (dawn) time because it is the time when light fills the sky and people fill the streets to begin seeking their daily sustenance. Some say that the verse refers specifically to the Fajr prayer because the angels themselves stand to watch us when we pray it.
