Ibn Al-Qayyim mentions that God being The Witness means that He oversees everything and thus is witness over all of His creation, and so nothing escapes Him, not the slightest in their details, external or internal.
There a stark change in direction from previous verses speaking of those who are doomed to reminding us of the resting place of those who have iman AND inclined toward/do good deeds (an essential combination).
