اذن للذين يقاتلون بانهم ظلموا وان الله على نصرهم لقدير ٣٩
أُذِنَ لِلَّذِينَ يُقَـٰتَلُونَ بِأَنَّهُمْ ظُلِمُوا۟ ۚ وَإِنَّ ٱللَّهَ عَلَىٰ نَصْرِهِمْ لَقَدِيرٌ ٣٩

Permission ˹to fight back˺ is ˹hereby˺ granted to those being fought, for they have been wronged.1 And Allah is truly Most Capable of helping them ˹prevail˺.

In these two readings, Allah's permission is expressed in the passive voice, and the believers are described variously as those who have been subject to attacks before now, and as those who will now fight by His permission.
أَذِنَ - يُقَاتَلُونَ

“He has granted permission to those being fought”
أَذِنَ - يُقَاتِلُونَ

“He has granted permission to those who fight”
Allah's permission is here expressed in the active voice, following the statement that He will defend the believers. The same variants exist for "fought" (passive) and "fight" (active).
