قل انما انذركم بالوحي ولا يسمع الصم الدعاء اذا ما ينذرون ٤٥
قُلْ إِنَّمَآ أُنذِرُكُم بِٱلْوَحْىِ ۚ وَلَا يَسْمَعُ ٱلصُّمُّ ٱلدُّعَآءَ إِذَا مَا يُنذَرُونَ ٤٥

“The deaf will not hear”
This is a form I verb conjugated for the spiritually deaf people themselves.
تُسۡمِعُ الصُّمَّ
tusmiʿu ṣ-ṣumma
“You will not make the deaf hear”
This is a form IV verb addressed to the Prophet (ﷺ).
