Readings
قَالَ
qāla
“He said”
This reading expresses what the Prophet (ﷺ) said in response to the polytheists.
قُلْ
qul*
“Say”
This is an instruction to the Prophet (ﷺ). *Pronounced with the following word as qur-rabbī.

Explanation

These readings are complementary in meaning, as the Prophet (ﷺ) would immediately say whatever he was instructed [Ibn 'Ashur]. Note that both may be read from the same skeletal form, though some the Kufan Codex is said to have the alif restricting it to the first reading.

He has revealed to you ˹O Prophet˺ the Book in truth, confirming what came before it, as He revealed the Torah and the Gospel
