Ma'arif al-Qur'an الأنعام کی تفسیر، آیت 131
ذالك ان لم يكن ربك مهلك القرى بظلم واهلها غافلون ١٣١
ذَٰلِكَ أَن لَّمْ يَكُن رَّبُّكَ مُهْلِكَ ٱلْقُرَىٰ بِظُلْمٍۢ وَأَهْلُهَا غَـٰفِلُونَ ١٣١
ذٰلِكَ
اَنْ
لَّمْ
یَكُنْ
رَّبُّكَ
مُهْلِكَ
الْقُرٰی
بِظُلْمٍ
وَّاَهْلُهَا
غٰفِلُوْنَ
۟
(یہ شہادت اُن سے اس لیے لی جائے گی کہ یہ ثابت ہوجائے کہ) تمہارا رب بستیوں کو ظلم کے ساتھ تباہ کرنے والا نہ تھا جبکہ ان کے باشندے حقیقت سے ناواقف ہوں۔ 1

The third verse (131) tells us that sending prophets and messengers among human beings and the Jinn is based on the dictate of justice and mercy of Allah Ta` ala for He does not send punishment over a people unless they have been awakened through His blessed messengers and provided with the light of guidance.
