وتبارك الذي له ملك السماوات والارض وما بينهما وعنده علم الساعة واليه ترجعون ٨٥
وَتَبَارَكَ ٱلَّذِى لَهُۥ مُلْكُ ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضِ وَمَا بَيْنَهُمَا وَعِندَهُۥ عِلْمُ ٱلسَّاعَةِ وَإِلَيْهِ تُرْجَعُونَ ٨٥
وَتَبَارَكَ
ٱلَّذِي
لَهُۥ
مُلۡكُ
ٱلسَّمَٰوَٰتِ
وَٱلۡأَرۡضِ
وَمَا
بَيۡنَهُمَا
وَعِندَهُۥ
عِلۡمُ
ٱلسَّاعَةِ
وَإِلَيۡهِ
تُرۡجَعُونَ
٨٥
Bendito sea a Quien pertenece el reino de los cielos y de la Tierra y todo cuanto hay entre ambos. Él posee el conocimiento de la Hora [del Juicio], y ante Él regresarán.

These readings address the unbelievers (and all people) directly. They express the same meaning with a form IV passive verb, and a form I active verb.

“they will be brought back to Him”
يَرۡجِعُونَ

“they will return to Him”
These readings refer in the third person to the unbelievers mentioned in ayah 83. The verbs differ in the same way as above.
