An-Náhl 16:93 ولو شاء الله لجعلكم امة واحدة ولاكن يضل من يشاء ويهدي من يشاء ولتسالن عما كنتم تعملون ٩٣
وَلَوۡ
شَآءَ
ٱللَّهُ
لَجَعَلَكُمۡ
أُمَّةٗ
وَٰحِدَةٗ
وَلَٰكِن
يُضِلُّ
مَن
يَشَآءُ
وَيَهۡدِي
مَن
يَشَآءُۚ
وَلَتُسۡـَٔلُنَّ
عَمَّا
كُنتُمۡ
تَعۡمَلُونَ
٩٣
Si Dios hubiera querido habría hecho de ustedes una sola nación [de creyentes]. Pero se descarría quien quiere y se guía quien quiere. Todos serán interrogados por cuanto hicieron.

Ibn Kathir (Abridged)
If Allah had willed, He would have made all of Humanity one Nation
Allah says:
وَلَوْ شَآءَ اللَّهُ لَجَعَلَكُمْ
(And had Allah willed, He would have made you) meaning - O mankind,
أُمَّةً وَحِدَةً
((all) one nation,) This is like the Ayah:
وَلَوْ شَآءَ رَبُّكَ لآمَنَ مَن فِى الاٌّرْضِ كُلُّهُمْ جَمِيع
