This is the favour of Allah. He grants it to whoever He wills. And Allah is the Lord of infinite bounty.

وقوله : ( ذلك فضل الله يؤتيه من يشاء والله ذو الفضل العظيم ) يعني : ما أعطاه الله محمدا - صلى الله عليه وسلم - من النبوة العظيمة ، وما خص به أمته من بعثته - صلى الله عليه وسلم - إليهم .
He has revealed to you ˹O Prophet˺ the Book in truth, confirming what came before it, as He revealed the Torah and the Gospel
